Where Westerly's sewer lines stop
Westerly treats its sewage at the Margin Street Wastewater Treatment Facility, but not every neighborhood is connected. The town's 2015 facilities plan amendment reports sewers extended to Babcock and most of Apache Drive and Ledward Avenue, while Misquamicut, Avondale and Chin Hill, and Mt. Moriah and Springbrook Avenue remain unsewered.
The same document says no new extensions are planned. Every property with access to public sewer pays $356 per livable unit a year, connected or not. We could not confirm the status of Watch Hill, Weekapaug or Dunn's Corners, so ask the Utilities office at 68 White Rock Road about a specific address, then read about sewer connection.
Why Misquamicut stayed on septic
The 2015 amendment studied Misquamicut's 745 developed parcels and recommended continued onsite treatment instead of sewers. It estimated about $34,000 per property to sewer, against roughly $30,000 per lot for advanced onsite systems, so upgrades there happen one lot at a time.
The plan warns that mounded soil absorption systems and raised sand beds would be needed on small lots with a high groundwater table. Seasonal limits on septage at Margin Street
Haulers can deliver Westerly septage to Margin Street year-round at $0.08 per gallon, while loads from outside Westerly pay $0.10. Residential septage from Charlestown and other Washington County towns is accepted only October through May, and only when capacity exists.
Those limits shape the regional pumping market, and summer service may cost more as a result. If your tank is due, ask about off-season septic pumping. The Department of Public Works at Town Hall, 45 Broad Street, oversees the septage program.
Westerly's three salt ponds and the nitrogen rule
Maschaug, Winnapaug and Quonochontaug ponds are treated in Westerly's facilities plan as critical resource areas that call for nitrogen removal on new and replacement septic systems. Westerly is one of four towns in the Salt Pond Region plan, and CRMC rules require advanced treatment for repairs there too.
Under the plan, lots under 80,000 square feet in Lands Developed Beyond Carrying Capacity need nitrogen technology for any new or replacement system. Quonochontaug is shared with Charlestown. To the west, the Pawcatuck River forms the town's western border, and the town sits over the Pawcatuck Basin aquifer.
Inspections under the Westerly wastewater management district
RIDEM's 2022 program summary describes a Westerly Onsite Wastewater Management Program with a district covering unsewered areas and a computerized inventory of voluntary inspection results. The facilities plan states a goal to require periodic inspection of all systems; we could not confirm an enforced mandate.

Loans and permits from 45 Broad Street
Westerly participates in the state septic loan program through its town CSSLP page. Its posted application, revised February 2018, lists a 2% fixed rate, 10 years, up to $25,000, with income limits. RIIB's SFY2026 plan instead quotes a 1% annual charge on the unpaid balance with a $300 origination fee, so the older sheet may be outdated.

Why do I pay a sewer charge if I am not connected?
Westerly bills $356 per livable unit per year to every property with access to public sewer, whether or not it is hooked up. If sewer runs past your lot and you still use a cesspool, state law adds another reason to connect, since sale or failure triggers replacement. See the Utilities page.
Do I need a nitrogen-reducing system near Winnapaug Pond?
Very likely. Winnapaug, Maschaug and Quonochontaug are all in the Salt Pond Region critical resource area, where CRMC demands advanced nitrogen treatment whenever a system is installed, repaired or replaced. Limited exceptions exist for tank-only work. RIDEM's boundary tool confirms whether a specific parcel is inside.
Does Westerly's septic loan really charge 2%?
The town's posted application from 2018 says 2% fixed. The state's SFY2026 plan from RIIB lists 1% per year and a $300 fee for participating towns. Because the documents disagree, confirm the current rate, cap and income rules with the town or RIHousing before you plan around a loan.
